Fire NOC Documents Checklist: Everything You Need for Provisional and Final Approval
Fire departments reject far more applications for incompleteness than for genuine design failure. The document set is unforgiving: one unsigned drawing or one missing licence copy sends the file back, and each round trip costs two to four weeks. This checklist covers what you need at each stage.
Exact lists vary by state — always confirm against your state fire service's published list — but the following is the common core, and a file assembled to this standard will satisfy most states.
Stage 1: Provisional Fire NOC Documents
A. Application and Identity
- Application form in the prescribed state format, completed and signed by the owner or authorised signatory
- Authorisation letter or board resolution where a company signs, naming the signatory
- Identity proof of the applicant — PAN, Aadhaar, and GST registration for commercial entities
- Contact details — the mobile number given here receives every portal notification, so use one that is monitored
B. Ownership and Land Documents
- Sale deed, lease deed or allotment letter establishing title or right to occupy
- Property tax receipt or municipal assessment extract
- Khasra, survey number or 7/12 extract as applicable in your state
- Land use certificate confirming the plot is zoned for the proposed use
- Approved layout plan from the development authority
- Building permission or plan sanction from the municipal corporation, where already issued
C. Architectural Drawings
All drawings must be to scale, dimensioned, and signed by a licensed architect with licence number and stamp:
- Site plan — plot boundaries, setbacks on all sides, approach road width, gate positions, fire tender movement path and turning radius
- Floor plans for every level including basements, stilt, typical floors, terrace and any mezzanine
- Sections — at least two, establishing floor-to-floor and total building height
- Elevations on all exposed faces
- Terrace plan showing the overhead tank, lift machine room and any services
D. Fire Fighting Scheme Drawings
Prepared by a fire consultant, stamped, and consistent with the architectural set:
- Water supply schematic — underground static tank, terrace tank, capacities marked in litres
- Pump room layout — main electric pump, diesel standby, jockey pump, with head and discharge ratings
- Wet riser / down-comer routing with landing valve and hose reel positions per floor
- Hydrant layout — internal and external, with spacing dimensioned
- Sprinkler layout with head spacing and coverage per area, where required
- Detection and alarm layout — detectors, manual call points, panel and repeater locations
- Escape route plan with travel distances marked from the furthest point to each exit
- Refuge area plan showing location, level and area
- Smoke extraction and pressurisation scheme for basements and staircases
- Compartmentation plan showing fire-rated walls, doors and shaft sealing
E. Calculations and Statements
- Area statement — floor-wise built-up area, total built-up area, plot area, ground coverage and FAR
- Occupant load calculation per floor, per the NBC occupancy factor
- Exit width calculation demonstrating staircase and door widths meet the occupant load
- Water storage calculation justifying tank capacities against the requirement for height and occupancy
- Height certificate stating the building height in metres from average ground level
F. Undertakings and Fee
- Undertaking on stamp paper to install and maintain the systems exactly as approved
- Undertaking not to occupy the building before obtaining the final Fire NOC
- Fee challan and payment transaction reference
Stage 2: Final Fire NOC Documents
Everything from Stage 1 remains on record. The final application adds proof that what was approved was actually built and works.
A. Professional Certificates
- Structural stability certificate from a registered structural engineer, with registration number
- Electrical safety certificate from a licensed electrical inspector or contractor, covering wiring, earthing and the DG set
- Architect's completion certificate confirming the building was constructed per the sanctioned plan
- Lift licence from the state lift inspectorate, including the fire lift
- Boiler certificate and DG set approval where applicable
B. Fire System Installation Records
- Installation certificate from the fire fighting contractor, listing every installed system
- Testing and commissioning report with pump performance curves, flow and pressure readings at the topmost landing valve
- Hydraulic test certificates for riser and hydrant piping
- Alarm system commissioning report with a detector-by-detector test log
- Purchase invoices and IS or BIS certification for pumps, extinguishers, detectors, hoses, valves and sprinkler heads
- Extinguisher schedule — type, class, capacity, location and refill date
- AMC agreement for maintenance of the fire systems
C. Evidence and Compliance
- Photographs — pump room, tanks, riser and landing valves, alarm panel, extinguishers, staircases, exit signage, refuge areas and the approach road
- Compliance report against each condition attached to the provisional NOC
- As-built fire scheme drawings, marked to show any deviation from the approved scheme
- Fire safety officer appointment and trained fire team list, where mandated by occupancy
- Evacuation plan and record of the last fire drill
Additional Documents by Building Type
- Hospitals: clinical establishment registration, bed strength, ICU and OT locations, medical gas pipeline layout and oxygen manifold room details
- Schools and colleges: affiliation or recognition certificate, student strength per floor, laboratory and kitchen locations
- Hotels and restaurants: room and cover count, kitchen layout, LPG bank location with quantity, and kitchen hood suppression details
- Factories: factory licence, list of hazardous materials with quantities and MSDS, pollution board consents, and the hazard classification of processes
- Warehouses: commodity classification, rack height and configuration, and in-rack sprinkler details
- Malls and assembly: seating layout, atrium volume and smoke management calculations
Formatting Rules Portals Silently Enforce
- PDF only in most states; some accept DWG for drawings alongside the PDF
- File size caps commonly 2 MB to 5 MB per file — split large drawing sets by floor rather than degrading resolution
- Legibility at print scale — a drawing that is unreadable when printed at A1 will be objected to
- Signatures and stamps must be visible in the scan, not cropped at the sheet edge
- Consistency — the built-up area in the form, the area statement and the drawings must be the same number
- Currency — property tax receipts and licences should be current, not expired
Document Mistakes That Cause Most Rejections
Fire departments see the same errors repeatedly. Every one of these is avoidable at zero cost before submission:
- Area mismatch. The built-up area in the application form, the area statement and the drawings must be the same figure. A discrepancy of even a few square metres triggers scrutiny of everything else.
- Fire scheme drawings that post-date the architectural set. If the architect revised a floor plan after the fire consultant issued the scheme, the two no longer agree and the objection is automatic.
- Unsigned or unstamped drawings, or signatures cropped at the sheet edge during scanning.
- Height stated inconsistently between the form, the sections and the height certificate.
- Occupant load calculated on intended use rather than the NBC area factor, producing exit widths that do not stand up.
- Expired supporting documents — property tax receipts, trade licences and electrical certificates that lapsed before filing.
- Missing undertakings. The commitment to install as approved and not to occupy before final NOC is routinely omitted and routinely demanded.
- Illegible scans where dimensions cannot be read at print scale.
- Ownership documents in a different name from the applicant, with no linking lease, power of attorney or board resolution.
How Long Your Documents Stay Usable
Several documents in the set have their own validity, and a file assembled over months can contain expired items by the time it is filed:
- Electrical safety certificate — periodic, and must be current at the final stage
- Lift licence — annual in most states
- Trade licence and property tax receipt — annual
- Extinguisher refill certificates — dated, and inspectors check them against the tag on the unit
- AMC agreement — must be live, not lapsed
- Pump test reports — recent enough to be meaningful, typically within the current service period
- Provisional NOC — itself expires, and a final application made against a lapsed provisional NOC is not valid
Assemble the perishable documents last, immediately before filing, and the permanent ones — drawings, ownership, sanctions — first.
Frequently Asked Questions
1. What are the most important documents for a Fire NOC?
The fire fighting scheme drawings and the architectural drawings are the core, because they are what the fire officer actually scrutinises. Ownership proof, the area statement, occupant load calculations and the fee challan complete the provisional set.
2. Who must sign the Fire NOC drawings?
Architectural drawings must be signed and stamped by a licensed architect with licence number. Fire scheme drawings must carry the fire consultant's stamp. Structural and electrical certificates must come from a registered structural engineer and a licensed electrical inspector respectively.
3. Do I need photographs for a Fire NOC?
For the final Fire NOC, yes. Photographs of the pump room, tanks, landing valves, alarm panel, extinguishers, staircases, exit signage, refuge areas and approach road are normally required as evidence of installation.
4. What extra documents do hospitals and factories need?
Hospitals additionally submit clinical establishment registration, bed strength and medical gas pipeline details. Factories submit the factory licence, a list of hazardous materials with quantities and MSDS, and pollution board consents.
5. Why do portals reject correctly prepared documents?
Usually for formatting: files above the size cap, scans too low in resolution to read dimensions, cropped signatures, or an area figure in the form that does not match the drawings.
