No Objection Certificate for Groundwater Extraction
A CGWA NOC is a mandatory permit issued by the Central Ground Water Authority for any entity proposing to extract groundwater beyond prescribed threshold limits for commercial, industrial, or infrastructure purposes.
The CGWA is constituted under Section 3(3) of the Environment (Protection) Act, 1986. All Industrial, Infrastructural, Mining Projects and Government Water Supply Agencies that require groundwater must obtain this NOC.

- 01Check Eligibility
Verify if your project needs NOC using the CGWA eligibility form on BhuNeer portal.
- 02New User Registration
Create your applicant account on cgwa-bhuneer.mowr.gov.in.
- 03Prepare Documents
Gather all required documents as per the official checklist.
- 04Submit Application
Upload documents and pay prescribed charges on the CGWA portal.
- 05Download NOC
After CGWA authority verification, download your approved NOC digitally.
Documents Required
- Rainwater harvesting / recharge proposal as per Model Building Bye Laws
- Completion certificate from concerned agency (for infrastructure projects)
- Water requirement details as per National Building Code
- Water availability or non-availability affidavit
- Impact assessment report (if dewatering is involved)
- Groundwater analysis report (for drinking / potable use)
- Site plan showing proposed borewell location and RWH structures
