Fire NOC in Uttar Pradesh: UPFES Process for Noida, Lucknow and Ghaziabad
Fire safety in Uttar Pradesh is administered by the Uttar Pradesh Fire and Emergency Services (UPFES) under the Uttar Pradesh Fire Prevention and Fire Safety Act, 2005 and the rules made under it, applied with NBC 2016 Part 4.
UP is the state where NCR compliance most often goes wrong, because Noida, Greater Noida and Ghaziabad are commonly assumed to fall under Delhi Fire Service. They do not. They are UPFES jurisdiction, with a different Act, a different portal and a different fee schedule.
Jurisdiction and the Application Route
- UPFES issues Fire NOCs statewide through district and regional fire offices.
- Nivesh Mitra, the state's single-window clearance portal, is the standard route for industrial and commercial applications, routing them to the fire department.
- Development authorities — Noida Authority, Greater Noida Authority, YEIDA, GDA, LDA and others — handle building plan sanction and completion, and require fire clearance in the chain.
- UPSIDA industrial areas coordinate industrial applications.
For NCR projects, establish the correct state first. Our Delhi guide covers NCT Delhi only; Gurugram and Faridabad are Haryana.
When a Fire NOC Is Required
- Buildings above 15 metres in height
- Buildings above the notified area threshold for commercial and assembly occupancies
- Hospitals and nursing homes with in-patient beds
- Schools, colleges, coaching centres and hostels — coaching centres are an enforcement focus in Allahabad, Lucknow, Kanpur and Noida
- Hotels, restaurants, banquet halls and marriage lawns
- Malls, multiplexes and mercantile buildings
- Industrial units and warehouses by hazard and area
- Buildings with basements used for parking, storage or commercial purposes
Noida and Greater Noida
The NCR districts carry the state's heaviest high-rise caseload, and the issues are well known:
- Very tall residential towers, many well above 15 metres, requiring the full high-rise regime — two remote pressurised staircases, refuge areas at prescribed intervals, wet risers, full sprinkler coverage, fire lift and tender access.
- Refuge area encroachment in occupied societies is the single most persistent compliance failure. Refuge floors get enclosed, leased, used for storage or absorbed into apartments, and this surfaces at renewal.
- Multi-level basement parking requiring sprinklers, mechanical smoke extraction and adequate ramp access for tenders.
- Handover disputes — a large number of societies were occupied on provisional clearance or before final NOC, leaving residents holding an unresolved compliance liability. Buyers should verify the final Fire NOC, not a provisional one. See our provisional vs final guide.
- Institutional and IT plots in Sectors 62, 125-136 and Greater Noida's Knowledge Park, with campus-scale requirements.
Lucknow, Kanpur and Other Cities
- Lucknow — growing commercial and high-rise development along Shaheed Path and Gomti Nagar, plus a dense old-city core with narrow access.
- Kanpur — leather, textile and engineering industry alongside dense commercial markets where tender access is severely constrained.
- Agra and Varanasi — large hotel sectors serving tourism, with assembly occupancy requirements, plus congested heritage cores.
- Meerut, Bareilly, Gorakhpur, Prayagraj — expanding commercial, healthcare and educational building stock.
Industrial Clusters
UP's industrial fire caseload spans several distinct hazard profiles:
- Leather at Kanpur and Unnao — solvent finishing, requiring flameproof fittings in classified zones and foam capability
- Textiles and carpets at Bhadohi, Mirzapur and Panipat-adjacent belts — high fire load and lint accumulation
- Sugar mills across the western belt — bagasse storage is a serious and often underestimated hazard, being a large, dry, dust-generating fuel pile; requires separation, dust control and dedicated water capacity
- Electronics and mobile manufacturing in Noida — moderate hazard, with lithium battery storage now a significant consideration
- Food processing, distilleries and cold chain — distilleries are high hazard by virtue of spirit storage, requiring foam systems and dyked tank farms
- Warehousing along the expressway corridors, growing rapidly and requiring commodity-matched sprinkler design — see our warehouse guide
Renewal
Fire NOCs in UP require periodic renewal on a cycle set by occupancy, and renewal requires fresh inspection. Begin 60 to 90 days before expiry. In Noida and Ghaziabad high-rises the recurring renewal failures are encroached refuge areas, obstructed escape routes, non-functional diesel pumps and alarm panels with zones isolated after nuisance alarms.
Fees, Timelines and Documents
UPFES fees are calculated on built-up area with rates varying by occupancy and height, payable through Nivesh Mitra along with the application. Rates are revised by notification, so confirm the current schedule rather than working from a figure quoted on an earlier project.
Practical timelines in Uttar Pradesh:
- Provisional NOC: 30 to 60 days from a complete submission
- Final NOC: 30 to 45 days after inspection
- Renewal: 15 to 30 days
- Each objection cycle: a further 15 to 30 days
Because applications route through Nivesh Mitra rather than directly to the fire office, status tracking is done on the portal against the application reference. Portal notifications are not reliable; check status weekly rather than waiting to be told.
The document set follows the standard pattern set out in our documents checklist, with the development authority's sanctioned plan — Noida Authority, GDA, LDA or the relevant body — forming part of the provisional submission.
Hospitals and Healthcare in UP
Uttar Pradesh has a very large private healthcare sector, much of it operating from converted or incrementally extended buildings, and hospital fire compliance is an active enforcement area following incidents in the state.
The specific difficulties are structural. A nursing home that grew from a residential building will typically have a single staircase, corridors too narrow for a bed or trolley, no compartmentation permitting horizontal evacuation, and no ramp. None of these can be fixed by adding equipment. Requirements include:
- Compartmentation allowing horizontal evacuation into a protected adjacent zone, since most patients cannot use stairs
- Corridor widths sufficient for bed and trolley movement
- Ramps alongside staircases
- Medical gas controls — a fire-separated ventilated manifold room outside the main building and accessible zone shut-off valves
- Night staffing adequate to move non-ambulatory patients, which inspectors increasingly test against the actual roster
Clinical establishment registration in UP is conditional on fire compliance, so a lapsed NOC can stop admissions. See our hospital Fire NOC guide.
Marriage Lawns, Banquet Halls and Tent Structures
UP's very large wedding sector generates a distinct compliance problem. Marriage lawns and banquet venues host occupant numbers far above any design capacity, frequently under temporary tent and pandal structures erected for the function.
- Temporary structures must not obstruct exits or fire tender access
- Pandal fabric and decorative materials require flame-retardant treatment with certification
- Cooking is often done on open flame close to the guest area and needs separation and extinguisher provision
- Fireworks and open-flame effects near tent material are a recurring cause of serious incidents
- Generator sets and improvised power distribution for temporary lighting are a frequent ignition source
Venues should hold a certified occupant capacity and enforce it, rather than treating it as advisory.
Practical Guidance for UP Applicants
- Confirm the state first for NCR projects. Noida, Greater Noida and Ghaziabad are UPFES, not Delhi Fire Service — a mistake that routinely costs weeks.
- File through Nivesh Mitra and track status on the portal weekly against the application reference; notifications are unreliable.
- Buyers should demand the final NOC. A provisional NOC approves the design only, and a number of societies were occupied without ever obtaining the final certificate.
- Societies should establish accountability for the fire systems at handover, with a live AMC and logged monthly pump tests, rather than discovering flat diesel batteries at renewal.
- Protect refuge areas from the outset — reclaiming them from residents years later is a governance battle, not a maintenance task.
- Marriage lawns should hold and enforce a certified capacity, keep tent structures clear of exits and tender access, and use only flame-retardant treated pandal material.
Frequently Asked Questions
1. Does Delhi Fire Service cover Noida and Ghaziabad?
No. Noida, Greater Noida and Ghaziabad fall under Uttar Pradesh Fire and Emergency Services, governed by the UP Fire Prevention and Fire Safety Act 2005, with a different portal and fee schedule from Delhi.
2. How are Fire NOC applications filed in Uttar Pradesh?
Through Nivesh Mitra, the state single-window clearance portal, which routes the application to UPFES, with development authorities such as Noida Authority, GDA or LDA requiring the clearance as part of plan sanction and completion.
3. What should a flat buyer in Noida check?
The final Fire NOC, not a provisional one. A number of societies were occupied on provisional clearance, which approves the design only and does not permit occupancy, leaving residents with an unresolved compliance liability.
4. What is the most common high-rise compliance failure in Noida?
Refuge area encroachment — refuge floors being enclosed, leased, used for storage or absorbed into apartments — which is discovered at renewal inspection.
5. Why are sugar mills a specific fire concern in UP?
Bagasse storage is a large, dry, dust-generating fuel pile that ignites readily and is difficult to extinguish once burning. It requires separation distances, dust control and dedicated water capacity.
